What is the Bell to Bell, No Cell Act?

The "Bell to Bell, No Cell" Act (SB 142 / Act 122) is a new Arkansas state law that prohibits students from using personal electronic devices, including cell phones, smartwatches, tablets, laptops, and Bluetooth-enabled devices, from the first bell until the last bell of each school day.

When Does It Start?

The law takes effect at the start of the 2025-2026 school year in all Arkansas public schools, including the Alma School District.

What Devices Are Covered?

  • Personal Cell Phones

  • Smartwatches and wearable devices

  • Tablets, laptops, and notebooks

  • Digital media or gaming devices

  • Cameras and recording devices

  • Any item capable of data transmission

What Is Not Allowed?

During the school day - from arrival until dismissal - students may not:

  • Use or display personal electronic devices.

  • Keep devices powered on during instructional and non-instructional periods (including lunch, recess, and hall transitions)

  • Carry devices in pockets or visible areas.

Allowed Exceptions

The law mandates several necessary exemptions:

  1. Health or emergency situations - e.g., medical devices or contacting parents

  2. Individualized Educational Programs (IEPs/504 Plans) - documented in students' education plans

  3. School-issued devices used for instruction

  4. After-school extracurricular activities

  5. Emergencies, such as fire, tornado, active shooter, or evacuations

Alma School District Policy Updates

  • Handbook & website updates:

    Alma Schools will update its Student Handbook and website with the full electronic device policy before the 2025-2026 school year begins.

  • Submission & Compliance: In compliance with the law, our policy will be submitted to the Arkansas Division of Elementary and Secondary Education (DESE) for review and approval.

  • Enforcement & Accountability: Districts failing to enforce the policy may face accreditation sanctions. Alma will apply our revised policy consistently and fairly.

  • Prepare for exemptions - let us know if your child has needs covered by IEPs or health plans.

  • Be patient and supportive as students and staff transition to device-free days.
